A co-founder of Amend America, Anthony Wayne Hawks holds a strong commitment
to achieving constitutional reforms that restore the Founders’ vision of a
national government with islands of delegated, enumerated, and hence limited
powers, amid a sea of rights that are both enumerated in the Constitution and
Bill of Rights and unenumerated but retained by the people. While serving on the
Board of Amend America as its Vice-Chairman, he is also editor of its website
with responsibility for crafting articles and website content regarding
proposals for constitutional amendments and changes to the amendment process
itself. Anthony Wayne Hawks also serves as legal director of Amend America and a
primary point of contact with state officials and members of Congress. As an
accomplished legal scholar and author, he has published articles in various
media outlets, including USA Today Magazine, Legal Times, and the Cato

Anthony
Wayne Hawks graduated magna cum laude from Tufts University in
1976, earning a Bachelor of Arts in Political Science with a Minor in
Philosophy. After receiving a Master of Arts in International Law and National
Security from Tufts’ Fletcher School of Law and Diplomacy, Anthony Wayne Hawks
completed his Juris Doctor cum laude at Georgetown University Law Center in
1984. Early in his legal career, he served as a foreign affairs and defense
legislative assistant in the Office of Congressman Berkley Bedell. He
subsequently pursued a successful career as an attorney for several firms
located in Washington, D.C., and Virginia. In 1995, Anthony Wayne Hawks
established the Hawks Law Office, serving as Principal in his own firm. His
practice focuses on representing the printing and publishing industry with
respect to government contracting issues.
